2008-09 TOWN MEETING WARRANT
WARRANT

TO:     Marianne Izzo-Morin, a resident of the Town of Otisfield, County of Oxford, State of Maine.
In the name of the State of Maine, you are hereby required to notify and warn the inhabitants of the Town of Otisfield, qualified to vote in Town affairs, to meet at the Otisfield Community School on the Powhatan Road, in said Town, on June 21, 2008 at 9:30 in the forenoon, to act on the following articles, to wit:

Article 1       To choose a Moderator to preside at said meeting.
                
Article 2       To choose a Selectmen/Assessor/Overseer of the Poor for a three year term.
                
Article 3       To choose a Chairman of the Board of Selectmen/Assessors/Overseers of the Poor for the ensuing year.    

Article 4       To choose a Road Commissioner or act otherwise for the ensuing year.
                
Article 5       To choose a Director for MSAD#17 for a three year term.

Article 10. To see if the Town will vote to allow the Selectmen to apply for and accept any grants, reimbursements, and any other revenue, and disburse the funds to the proper operating accounts; to lapse the balance in the Assessor's Overlay Account to the Surplus Account; lapse any balances and overdrafts in the operating accounts to the Surplus Account; to take appropriate action concerning any education tax relief funds from the state; and to authorize the Selectmen to use these revenue to reduce taxes.

Article 15. To see if the Town will vote to give authority to the Selectmen:
        A. To dispose of any real estate acquired by the town for non-payment of taxes thereon, on such terms as they may deem advisable and to execute                 quit claim deeds for such property, to use excess funds from the sale of tax acquired property to maintain town owned property and negotiate            contracts for snow removal and sanding.
        B.  To fix a date when taxes are due and payable and to fix a rate of interest to be charged on taxes unpaid after that date and set an interest rate that              the town will pay on rebated taxes for the fiscal year.
        C. And for the Tax Collector to accept prepayment of taxes not yet due or assessed and pay interest at a rate of 0% on any overpayment.
                Finance Committee recommends we do so.
                Selectmen recommend we do so and set Nov. 1, 2008 for first half payment due, and May 1, 2009 as second half payment due.
         Interest charged at a rate of 11% on delinquent taxes. To pay 3% interest on rebated taxes and 0% on prepaid taxes.
        

Article 16. To see if the Town will vote to give the state snowmobile registration refund from the State to the Otisfield Trailblazers Snowmobile club for trail maintenance.

Article 22  Shall the Ordinance entitled "Town of Otisfield Building Ordinace"  enacted on July 20th, 1964 and amended in 1975, 1976,1983, 1985, 1987, 1990, 1991, 2003, and March 4, 2006 be amended in Section IV. Minimal Dimensional Requirements; subsection§ D & E as written and posted with said Town Meeting Warrant for 6/21/2008?

Article 23 Shall the Ordinance entitled " Definitions for the Town of Otisfield's Ordinances", be enacted as written and posted with said Town Meeting Warrant for 6/21/2008?

Article 24  Shall the Ordinance entitled "Otisfield Site Plan Ordinance" that was enacted March 6, 1993, be amended as written and posted with said Town Meeting Warrant, be adopted as the new
"Otisfield, Maine Site Plan Review Ordinance-2008?
